The main difference between an agency and a consultant is the perspective the company has when working with you. A typical agency has an assortment of products or services to sell you and when you work with them, they are going to try and steer you towards those products and services.
A consultant operates from the perspective of the business and typically has no products or services they produce to sell. Consultants work with the company who hires them to provide advice and do projects, in order to assist reaching certain goals or solving certain problems. In reaching these goals consultants can use a variety of resources such as softwares, freelancers, agencies, or other services, as needed by the business. Often this means a consultant is more flexible in a project budget and final result than any agency could hope to be.
